5. Proclamation for Dog Owners - Proclamation for Dog Owners In which a stray dog, that was shot by the police, was found to be rabid by H. J. Shaughnessy of the State Department of Health. Therefore, effective immediately, all dogs must wear a wire or leather muzzle to prevent biting.
