  46. Letter from Jerrold R. McElvain to Fred Slivon - Letter from Jerrold R. McElvain to Fred Slivon referencing the moving of the Police Department to the existing railroad station. He enclosed Preliminary Program and Site Plans for Slivon to review. McElvain would like Slivon to approve a detailed development of one of the enclosed drawings. This relocation would allow for better police function including: - Access and Egress - Pedestrian Access - Noise - Drive-in for Prisoners - Access to Crime - Vandalism Attached it is the Preliminary Program dated April 6, 1976 which contains several alternative site plans: 1 - The Existing Lake Bluff Railroad Station A - Divides commuter and police traffic by rerouting commuters to the new station while police us the existing lot; however, access near Sheridan Road may be problematic B - Police and commuter traffic share the same entrance, but police use a separate lane that would go around all existing commuter traffic. C - Uses the same entrance for all traffic but directs commuter exit to North Avenue to east congestion near the police station. D - Completely separates commuter and police traffic with distinct entrances; public could still use the commuter lot, or police parking could be expanded for all. E - Builds on Scheme C with a planned 2,000 sq ft police station addition and revised parking on state land. Also attached is a document listing the Area Requirements for the building. It lists the types of rooms needed and their square footage. With this document are 4 interior design plans.
