David Bjork was the first to propose an apartment building on the property at the corner of Oak Avenue and Center Avenue which was zoned for apartment buildings when the zoning ordinance was passed ... but since the propaganda against the apartment building was started, the commissioners is said to be hesitating, although there seems no way in which he can legally disapprove the request.
